The base paper used by China's carton production enterprises can be simply divided into imported base paper and domestic base paper according to the origin; for example, according to the varieties of base paper, it can be divided into kraft paper (also known as kraft paper board in China), corrugated paper, white paper used for high-grade packaging and printing, kraft paper hanging and kraft paper coated board.

　　由于紙箱行業(yè)在的快速發(fā)展,對原始論文的需求逐年增加,尤其是涂布牛皮紙板,因為它的優(yōu)點盒裝板紙和涂布白紙,還有盒裝紙板的強度和白色紙張印刷適性,所以進口量大幅增加。近年來,雖然國內(nèi)原始論文的整體質(zhì)量大大改善,但與外國生紙的質(zhì)量相比仍有差距,即使個人造紙廠可以達到同樣水平的外國,但是在一些low-gram重量,高強度的牛皮紙和瓦楞紙生產(chǎn),由于能力有限,仍無法滿足需求。

　　Due to the rapid development of the carton industry in China, the demand for original papers is increasing year by year, especially for coated kraft board. Because of its advantages of box board paper and coated white paper, as well as the strength of box board and the printability of white paper, the import volume is greatly increased. In recent years, although the overall quality of domestic original papers has been greatly improved, there is still a gap compared with the quality of foreign raw paper. Even if the individual paper mill can reach the same level in foreign countries, but in some low gram weight, high-strength kraft paper and corrugated paper production, due to the limited capacity, it still can not meet the demand.

　　大多數(shù)仍依賴進口。于進口原料,檢驗檢疫部門具體規(guī)定:根據(jù)商檢的規(guī)定法律,商檢列表中列出的商品必須接受檢驗檢疫機構(gòu)或其指定的檢驗部門,沒有檢查,不得出售或使用。我國進口紙箱用的絕大多數(shù)原紙是屬于法定驗貨的，所以必須通過驗貨。目前，檢驗檢疫部門在檢驗這些文件時，檢驗標準大致如下。

　　Most are still dependent on imports. As for the imported raw materials, the inspection and Quarantine Department of China specifically stipulates that: according to the provisions and laws of the commodity inspection, the commodities listed in the commodity inspection list must be subject to the inspection and quarantine institution or the inspection department designated by it. Without inspection, they cannot be sold or used. Most of the base paper used in the imported cartons belongs to the legal inspection, so it must pass the inspection. At present, when the inspection and quarantine department inspects these documents, the inspection standards are roughly as follows.

　　法律、法規(guī)規(guī)定必須執(zhí)行的標準或者其他必須執(zhí)行的檢驗標準;沒有法定標準或者法律、法規(guī)規(guī)定必須執(zhí)行的其他檢驗標準的，可以按照雙方合同約定的標準執(zhí)行。法律、法規(guī)的強制性標準于合同約定的，按照合同約定的標準執(zhí)行。

　　The standards or other inspection standards that must be implemented according to the provisions of laws and regulations; if there are no legal standards or other inspection standards that must be implemented according to the provisions of laws and regulations, they can be implemented according to the standards agreed by both parties in the contract. If the compulsory standards of laws and regulations are lower than those stipulated in the contract, the standards stipulated in the contract shall prevail.

　　沒有上述兩點之一的，可以按照生產(chǎn)國標準、有關(guān)標準或者檢驗檢疫機構(gòu)規(guī)定的標準進行檢驗。沒有合適的檢測標準的，應(yīng)當選擇經(jīng)批準的內(nèi)部方法標準。

　　If there is no one of the two points mentioned above, the inspection may be carried out in accordance with the standards of the producing country, relevant international standards or the standards prescribed by the state inspection and quarantine organ. If there is no suitable test standard, the approved internal method standard shall be selected.
